W dniach 26-27 sierpnia br. w Lund odbędzie się Workshop in European Legal Studies. Wystąpienia mogą dotyczyć różnych zagadnień związanych z prawem UE, ale Organizatorzy w szczególności czekają na propozycje referatów dotyczących sprawy C-181/23 Komisja przeciwko Malcie.

Zgłoszenia (abstrakt o objętości do jednej kartki A4) należy przesyłać do 20 czerwca br.

Planowana jest publikacja pokonferencyjna.

Call for papers: Konferencja Aksjologia prawa zmian klimatycznych (online, 30 czerwca 2025 r.)

Instytut na rzecz Nauk o Życiu, Środowisku i Klimacie zaprasza naukowców, badaczy, pracowników akademickich, doktorantów i studentów do udziału w kolejnej międzynarodowej konferencji naukowej pt. "Aksjologia prawa zmian klimatycznych".

Chociaż problem zmiany klimatu można rozumieć na wiele sposobów – na przykład jako problem naukowy, technologiczny, społeczny, religijny, a nawet zdrowotny – trzy inne perspektywy są uznawane za dominujące w międzynarodowej refleksji politycznej wobec tego zjawiska. Według D. Bodansky’ego, J. Brunnèe i L. Rajamani zmiana klimatu jest głównie problemem środowiskowym, ekonomicznym i etycznym. Jeśli zgodzimy się z Autorami ważnej książki „International Climate Change Law”, że „w przeciwieństwie do efektywności środowiskowej i efektywności ekonomicznej, dla których istnieją stosunkowo dobrze akceptowane wskaźniki, istnieje niewielki konsensus co do tego, co oznaczają równość i zmiana klimatu”, powinniśmy być pewni, czy ten konsensus opiera się na solidnych fundamentach aksjologicznych.

1. Call for papers: Disarmament from the Margins (Glasgow, październik 2025 r.)
W dniach 7-8 października 2025 r. w Glasgow odbędzie się konferencja pt. "Disarmament from the Margins".
Wystąpienia mogą dotyczyć m.in. następujących zagadnień:

• How does law figure in strategies of anti-militarist/peace/disarmament activism?
• How should we understand progress in disarmament when tied to legal strategies and governance?
• How are ‘the margins’ defined, conceived of, or demarcated in the context of disarmament?
• How do definitions of marginality relate to ways of thinking about ‘the centre’ and to the dynamics and distributions of power, authority, and status in the international legal system or the disarmament sphere in particular?
• Spatiality of the margins - what is the significance of the frontier, outer limits, the edge, and remoteness to Great Power, non-state and/or Third World activism and thinking about disarmament and international law? How might these map on to legal claims arising out of testing, reparations, and/or the development of regimes such as Nuclear (Weapons) Free Zones, demilitarised or neutralised zones (eg the Antarctic, Outer Space), or military bases?
• The margins and identity – what might it mean to identify as marginal? How do we inhabit or embody marginality and are these identities fixed, fluid or relational? What is the significance of marginal identities in disarmament law contexts?
• What about processes of marginalisation emanating from racism, colonialism, or prejudice? Do these have particular time-space-identity configurations informing our understanding (eg centre-periphery, the metropole) of what disarmament ‘from below’ means, in theory and in practice?
• What ideas, concepts and goals are marginalised in mainstream disarmament discourse? What techniques are used to sublimate these marginalised ideas? What strategies exist for reviving them?

2. Call for papers: Protecting the Rule of Law in the European Union – Mechanisms and National Responsibility
The JuWissBlog i Jean Monnet Saar zapraszają do udziału w sympozjum, poświęconym tematyce "Protecting the Rule of Law in the European Union – Mechanisms and National Responsibility".
Teksty mogą dotyczyć m.in. następujących zagadnień:

• The role of the CJEU in protecting the rule of law (recent cases involving Poland and Hungary)

Deklaracja Libii w sprawie poddania się jurysdykcji MTK

 Kilka dni temu Libia złożyła do Międzynarodowego Trybunału Karnego deklarację na podstawie art. 12 ust. 3 statutu o uznaniu jurysdykcji trybunału w zakresie zbrodni popełnionych na jej terytorium od 2011 roku do końca 2027 roku. Przypomnijmy, że Trybunał zajmuje się sytuacją w Libii od 2011, kiedy została ona przekazana w trybie rezolucji Rady Bezpieczeństwa (1970 (2011)). Wtedy też wydano nakazy aresztowania dotyczące kilku libijskich oficjeli w tym Muammara Kaddafiego. Do dziś wydano już kilkanaście nakazów aresztowania, żadna jednak sprawa nie toczy się aktywnie przed trybunałem.

Pisaliśmy o tym wielokrotnie (o nakazach aresztowania wydanych przez MTK Przegląd Prawa Międzynarodowego: MTK intensyfikuje działania w sprawie sytuacji w Libii: ujawniono sześć nowych nakazów aresztowania, oraz Przegląd Prawa Międzynarodowego: Nowy nakaz aresztowania wystawiony przez MTK czy sprawie Kaddafiego przed MTK, zob. Przegląd Prawa Międzynarodowego: Wolny Kaddafi trafi do Hagi? meandry sprawiedliwości międzynarodowej). 

Teraz sytuacja Libii wraca jak bumerang i ciekawić może określenie daty końcowej, jeśli chodzi o objęcie jurysdykcją trybunału popełnionych zbrodni. Dla społeczności międzynarodowej najważniejsze jest jednak to, że po latach wzajemnej nieufności, władze Libii są gotowe podjąć współpracę z Trybunałem, bo do tego sprowadza się deklaracja o akceptacji jurysdykcji MTK.

2. Call for papers: European Yearbook of Constitutional Law

Redakcja European Yearbook of Constitutional Law zaprasza do przesyłania zgłoszeń do kolejnego numeru czasopisma za 2026 r., którego tematem przewodnim będzie Social Rights and Constitutional Justice.

Artykuły mogą dotyczyć zwłaszcza następujących zagadnień:

- The constitutional tools available to lawmakers and policymakers in building social protection systems that align with social rights.

 - The interaction between legislatures and courts in defining the scope and limits of social rights, with attention to constitutional dialogue, judicial deference, and institutional roles.

 - The role of regional courts – such as the European Court of Human Rights, the Court of Justice of the European Union or the Inter-American Court of Human Rights – in shaping the normative content of social rights.

 - The tensions between judicial enforcement and democratic legitimacy, especially in cases of judicial intervention in budgetary or redistributive policies, and how courts deal with separation of powers concerns.

 - The ways in which constitutional systems respond to structural social exclusion, including along lines of race, gender, disability, or migration status.
